Title: Certification section expansion

I received a report from a member that he was unable to expand his certification section. It was found that if they are all closed the certification section would not open until another section (or two) was opened. I went into the sandbox and was able to reproduce it with the sample members but not 100% of the time. I am using Chrome.

Good find!  Yes that was intermittent.  It should be fixed now.  Thanks.
