Can you create a sign up roster with a limited number of slots. i.e. 20 person training day or limited call out where the first 20 that sign up get in, the rest get denied.

You can do that with a calendar event. Towards the bottom of the calendar entry screen, you'll find the "Member Response" expandable box. In that area you can specify that a signup is required and set a limit to the number of members that can respond. I've attached a screen shot that shows in yellow what happens when the limit has been reached.
Our local team only uses calendar signups for trainings with limited spots. For callouts there is no practical way to make it first come, first served other than limiting the messaging to certain units or groups of people. Or perhaps you could direct your team to a calendar event that has been set up for the callout, with the Member Response signup fields limiting the response to the first 20 people.
