what would the best way to print out a 1:24,000 scale map using MM... :)

A lot of experimenting.  See the many posts on this forum about printing maps.  All printers are different and browsers print differently, i.e. different margins etc..  Also, on-line maps (Google and all others) come in predefined scales, these are the "Zoom" levels.  If you want to have maps at specific scales so you can use grid readers, find a scale (zoom), printer and browser you like for your team and mike/print your own grid readers on transparencies.

Is there ever a chance of getting a zoom to level?  I know on my printer a 14.825 zoom level would be really close to 1:24000.

If you are looking for a zoom to an in-between level, that's not possible.  All the Mapping layers, Google, etc. are only delivered in specific zoom levels.  Sorry  :(

Even if they are delivered in a particular zoom level it should still be possible to print to a .PDF file at a particular scale.  I haven't done the exact math but a zoom level of 15 printed at 95%  on a 8.5x11 .PDF should be really close to 1:24000 scale.  This is how we have manipulated ARCGIS EXPLORER to print at the correct scale.

Yes that is possible, its just a matter of creating all the code to do so  :D

You might also experiment with the print to .PDF option in Chrome.
