Calendar TimeZone not working

I've been using the calendar feed for over a year, using the following URL: https://www.missionmanager.net/api.php?Get=calICS&APIKey={MyAPIKey}.  The only problem is when I travel and am out of the Pacific time zone, the events still show up in at the same time in my local time.  I'm able to reproduce this in both IBM Notes (formerly Lotus Notes) and Apple Calendar.
Looked at the calendar.ics file, and the only thing I could find might be that the DSTART and DEND times may need the timezone offset.  I found this reference explaining the same issue: http://erics-notes.blogspot.nl/2013/05/fixing-ics-time-zone.html
