permissions (again, sorry)

I'm still trying to get the permissions correct
Ops Manager is complaining that he is unable to edit mission reports created by dispatch.  I've looked at the permissions and think I have it correct.  Can you explain how this could be happening.

I'm sorry, you'll need to be more specific about what mission reports you are talking about and what exactly can't be edited.
