Agency Time Report - participation to minimum hours

When I run an agency report from the time keeping tab, the last column is a calculation of each members total hours against the minimum hours that are set in the configuration tab.  Some members are showing 0%, even though they have total hours showing.  Some members calculate correctly. Any idea what's going on?

Support:
We will need to do some testing to figure out what is happening. In the meanwhile if you could look over the 0% members and let us know of any pattern you notice, that would be helpful. Pattern such as whether they are in a particular unit or perhaps rank.

Any additional ideas on this one?  I'm not seeing any obvious differences from one member to the next.
